Background to the SkillsMatch System
The establishment of the National ICT Skills Monitoring System has been funded under IT OnLine program of the Commonwealth Department of Communications, IT and the Arts and developed by ITCRA and its Consortium Partners (inc. DEWR, AIIA, Multimedia Victoria). Its purpose is to address the ICT industry's skills shortage issue by measuring the supply and demand for ICT skills in the Australian labour force. ITCRA has agreed to collect data from its member companies relating to clients position requirements and successful candidates each time a placement is completed. The SkillsMatch database, the web-based collection applet and the system management interface have been built by Thomas Duryea Consulting.
The project was officially launched to ITCRA member companies in December 2006 when they were invited to become SkillsMatch Partners. The Association has agreed to partner with 20 national members and 20 SMEs.
The SkillsMatch system involves recruitment companies providing real-time data on open positions, salaries offered, applications received, placements made and time-to-fill, to a central database.
The data for the system is collected for aggregation, analysis and report generation, either
- directly and automatically from the Partner companies' recruitment management systems for which FastTrack, Bond Adapt, RecruitLive and ResMan have each developed 'bolt on' modules; or
- manually via a simple, designed by SkillsMatch host Thomas Duryea, and accessed here is the medium by which members' recruitment consultants will record the data to be collected.
The data can be used by licencees such as Government departments for up-to-date forecasting on IT skills demand, training development, employment market forecasting, project costing and adjustment of immigration rules. The data gathered will remain confidential in respect to its company source, and the position filled, by the use of codes. The data will be used in the production of reports for government departments, universities and other organisations.
All ITCRA member companies who are 'SkillsMatch Partners' (i.e. data collection agents) will receive:
- a 50% discount on ITCRA membership fees;
- the use of badging recognition in the form of the DCITA approved logo;
- free tile advertising and recognition on IT2 or IT Super;
- AIIA have agreed to promote the project and its partners;
- data analysis and information reporting.

SkillsMatch Features
Key features of SkillsMatch are that:
- ITCRA is responsible for the administrative work required to establish the collection component of system;
- The system consists of a hosted database with a web interface that maintains the data as part of a time-series;
- the scope of the data collected proportionally covers the whole of Australia;
- the volume of data has been enlarged to more than 16,000 placements per annum;
- the data has been aligned with the new ANZSCO occupation classification and the ANZSIC industry classification;
- the ICT Skills Dictionary is being maintained to ensure the ongoing accuracy and relevance of the data;
- data generated by the SkillsMatch Partners is owned by ITCRA and provided on license to government(s) and other organisations;
- data is delivered monthly to clients for their own analysis and reporting;
- quarterly reports based on the analysis of the data by ITCRA will be owned by organisations that procure them.
